fd42d1ee87 ALTER <materialized view name> MODIFY QUERY <select_query> 
Trying to resurrect https://github.com/ClickHouse/ClickHouse/pull/7533.
I'd like to get this PR in if we have an agreement on syntax and general
direction, after that I'll rebase actual alter functionality from above mentioned PR.

0d7ab9e3ea allow acquiring read lock to a table out of order if it was already locked by the same query [#CLICKHOUSE-3789] 
this is important in preventing ALTER deadlocks

37e03bd938 StorageKafka: check dependencies recursively, add max_block setting 
Changes:

* Check table dependencies recursively before starting streaming
* Use actual number of created consumers when streaming
* Add size limits hint to Kafka consumer stream
* Configurable `kafka_max_block_size` per table
