Update getNumberOfPhysicalCPUCores.cpp
...
In Kubernetes shares are calculated from resources.requests.cpu, quota & period - from limits.
When you configure only requests without limits - the container still can use all the cores. So you see all the cores the system has.
(because of requests the pod just can't be scheduled on the node which have less cpus)
So the effective CPU count is all the available cores if you don't have limits, or calculated from quota & period if you have the limits.

- enable_if is usually regarded as fragile and unreadable
- C++20 concepts are much easier to read and produce more expressive error messages
- this is follow-up to PR #35347 but this time most of the remaining and
more complex usages of enable_if in the codebase were replaced.

Note, that I tried to do this with coccinelle (tool for semantic
patchin), but it cannot parse C++:

I've also tried to use some macros/templates magic to do this implicitly
in logger_useful.h, but I failed to do so, and apparently it is not

Fix zookeeper library dependency from interpreters (by marking library STATIC)

This had been introduced in #33534 , and an attempt to fix this had been
made in #33844 but it was not strictly correct, since there is undefined
reference to `DB::SystemLog<DB::ZooKeeperLogElement>::add`:
$ nm -D ./src/Common/ZooKeeper/libclickhouse_common_zookeeperd.so | fgrep SystemLog | c++filt
U DB::SystemLog<DB::ZooKeeperLogElement>::add(DB::ZooKeeperLogElement const&)
That patch works, because default is not
`-Wl,--unresolved-symbols=report-all`, so I guess shared build on OSX
may after #33844 .

Validations done:
* check that storage overrides do not reference unknown or nullable columns
* check that default specifier is not modified for columns

In case of shared builds the symbol can be represented in multiple
shared objects, and so if one SO contains _end symbol firstly, then it
it's address can subtracted from the symbol from another SO, and this
give overflow.
Here is an example of such symbol:
