Allow drop cache for protobuf format
...
Before it was impossible to update Protobuf schema without server
restart. With this commit, it is enough to send query `SYSTEM DROP
SCHEMA FORMAT CACHE [FOR Protobuf]`.

Retrieves all columns from `functions` table in system database.
