Add functio ntryBase58Decode()
- makes it consistent with tryBase64Decode(), follow-up to #39292

- additionally the following minor changes:

  - rename Common/base58.h|cpp to Common/Base58.h|cpp for constency with
    Common/Base64.h|cpp

  - check that (encode|decode|tryDecode)Base64() gets just one argument
