On MacOS/GCC, the libuv build is disabled due to a compiler bug. This
is now propagated to dependent libraries amqp-cpp and cassandra.
Oddly enough, the Mac/GCC build was broken since at least Jan 2022
without someone noticing.
This should speed up keeper, especially in case of incorrect usage (like
the case that had been fixed in #37640), especially in case on non
release build.
And also this should fix SIGKILL in stress tests.
