Bug Fix

• Backported in #32688: Quota limit was not reached, but the limit was exceeded. This PR fixes #31174. #31656 (sunny).
• Backported in #32343: Fix bug when remove unneeded columns in subquery. If there is an aggregation function in query without group by, do not remove if it is unneeded. #32289 (dongyifeng).
