removed dependence of invariants on floating point black box properties. Now more than 2048 centroids will never be written, on read, however, we allow more centroids and just compress them. if there is too much. Thus we allow loading TDigests with different error, as number of centroids is dependent on error.

sync MySQL DDL atomicly
...
Now ClickHouse will write metadata and then execute DDL from MySQL.
But If ClickHouse is crashed and it just begin to execute DDL, we
restart the server and then the sync will may be stopped.
e.g.:
MySQL : create table foo.a(id int key); uuid1:1
ClickHouse : write uuid1:1 to .metadata -> server crashed;
Because of ClickHouse's metadata records: uuid1:1, if MySQL run a
query:`insert into foo.a values(1);` ClickHouse will throw a exception:
the table foo.a is not exist.
